VeloNews: Exasperated. That was the tone of the Union Cycliste Internationale and its president Pat McQuaid in their emergency flare dubbed a press release concerning the U.S. Anti-Doping Agency’s transfer of its Lance Armstrong file to the sport’s governing body late last week.
